International Committee of the Red Cross Assists Militant Group in Recovery for Remains of Israeli Hostages in Gaza Strip

The International Committee of the Red Cross (ICRC) confirmed that its representatives joined Hamas officials into zones of Gaza still under Israeli military control to support the search for the bodies of individuals held captive.

Truce Agreements and Captive Bodies Return

As part of the US-brokered ceasefire, which took effect on 10 October, the group is obligated to hand over the bodies of all captives promptly. As a reciprocal measure, Israel has consented to transfer the remains of 15 Palestinians for every Israeli body returned.

The organization has to date handed back the remains of 15 of those held captive but none in the past five days, as a portion of those remains are thought to be in areas past the yellow line marking the temporary truce line.

As the two-day window neared, Hamas, joined by the Red Cross, teamed up with Egyptian teams, who were granted permission by Israeli authorities to look for bodies past the boundary marking the withdrawal of troops inside Gaza. An official representative said the Egyptian team would use heavy machinery and trucks in the operation.

The news was corroborated by an unnamed Israeli official, who told local press that members of the group had been permitted to access areas of Gaza under military authority to look for the bodies of hostages, together with Egyptian and ICRC teams.

“To achieve this goal, Hamas members were permitted to cross the designated boundary,” the source was cited as saying.

Video published by a media outlet appeared to show individuals of a Hamas unit – belonging to the organization’s armed faction responsible for guarding hostages – accompanying a humanitarian transport in a coastal area near a southern city, which lies outside IDF jurisdiction.

Challenges in Finding Hostage Remains

The search for the remains of individuals taken captive has become one of the most delicate issues in the truce agreed between the parties. Yet, the effort to find the remains has proved difficult from the beginning, given the existence of an approximate enormous amount of rubble across the strip, where, as per health officials, at least 10,000 Palestinians are listed as missing, buried under the rubble.

Conflicting Statements on Remains Location

Hamas has stated it does not know the precise locations of all the bodies, saying it has been unable to communicate with several of its teams that had been detaining the captives and were reportedly killed during military strikes.

However, an Israeli government spokesperson claimed that Hamas knew the whereabouts of the remains. “Should the group exerted greater effort, they would be able to recover the remains of our hostages,” the spokesperson said.

American Position and Disarmament Talks

While the US president has acknowledged that a portion of the remains are difficult to access, he said that “others they can hand over now and, for unknown reasons, they are failing to do so.”

“It may have to do with the surrender of weapons of Hamas,” he added.

Washington has said it has received assurances from the organization that the faction will surrender its arms, though no clear timeline has been established. The militant organisation remains reluctant to surrender its weapons without solid guarantees about the future of its members.
